Job Description Safety Officer / Senior Safety Officer Location: Makkah – Saudi Arabia Department: Health, Safety & Environment (HSE) Reports To: HSE Manager / Project Manager Employment Type: Full-Time Job Purpose The Safety Officer / Senior Safety Officer is responsible for implementing, monitoring, and enforcing health and safety standards at project sites to ensure compliance with Saudi Arabian regulations, company HSE policies, and client requirements. The role aims to create a safe working environment, prevent accidents and injuries, and promote a strong safety culture across all site activities. Key Responsibilities Health & Safety Compliance Implement and enforce company HSE policies, procedures, and site-specific safety plans. Ensure compliance with Saudi labor law, Civil Defense, MODON, Municipality, and client HSE requirements. Monitor adherence to approved Risk Assessments (RA) and Method Statements (MS). Site Safety Supervision Conduct daily site safety inspections and identify unsafe acts or conditions. Ensure proper use of PPE by all employees, contractors, and visitors. Stop unsafe work practices and report violations immediately. Incident Management Investigate accidents, near misses, and unsafe conditions. Prepare incident reports with root cause analysis and corrective actions. Follow up on corrective and preventive actions until closure. Training & Awareness Conduct site safety inductions for new employees and contractors. Deliver toolbox talks and safety awareness sessions regularly. Promote a proactive safety culture among the workforce. Documentation & Reporting Maintain HSE records, inspection checklists, permits, and reports. Prepare daily, weekly, and monthly HSE reports as required. Coordinate with management on safety statistics and performance indicators. Emergency Preparedness Support implementation of emergency response plans. Coordinate fire drills, evacuation drills, and emergency exercises. Liaise with Civil Defense and emergency services when required. Additional Responsibilities (Senior Safety Officer) Lead and mentor junior safety officers. Participate in project HSE planning and audits. Represent the company during client HSE meetings and inspections. Support management in achieving zero-accident targets and continuous HSE improvement. Qualifications & Requirements Education Diploma or Bachelor’s Degree in Occupational Health & Safety, Engineering, or a related field. Certifications (Preferred / Required) NEBOSH IGC or equivalent (mandatory for Senior level). OSHA certification or approved HSE training certificates. Valid Saudi Council of Engineers (SCE) registration (if holding an engineering degree). Experience Safety Officer: Minimum 3–5 years of site safety experience. Senior Safety Officer: Minimum 6–8 years of relevant experience. Experience in construction, industrial, or manufacturing projects is preferred. Knowledge & Skills Strong knowledge of Saudi HSE regulations and best practices. Familiarity with client HSE standards (e.g., Aramco, MODON, Municipality). Ability to identify hazards and implement corrective actions effectively. Good communication skills in English; Arabic is an advantage. Strong reporting, documentation, and coordination skills. Behavioral Competencies High attention to detail and strong observation skills. Firm, confident, and fair approach to enforcing safety rules. Ability to work under pressure and handle site challenges. Team player with strong leadership qualities (Senior role). Working Conditions Site-based role in Makkah region. May require working extended hours, weekends, or shifts based on project needs. Exposure to construction and industrial site environments.
